Abdul Ghaffar Khan is a distinguished expert in the field of Population & Development. He earned a Master of Science in Public Administration from Quaid-i-Azam University, Islamabad (1980-82), a Master of Arts in Development Studies from ISS, The Hague, Netherlands (1990-91), a Postgraduate Diploma in Population and Development from the University of Botswana, Gaborone (1996-97) and a Post Grad. Diploma in Health System’ Analysis & Design, University of Connecticut, Hartford, 1999.

Mr. Khan is basically an Ex-Civil Servant who has held different positions in his career including Director General, M/o National Health Services Regulation & Coordination, Islamabad, Chairman, National Trust for Population Welfare (NATPOW), Islamabad, Executive Director, National Institute of Population Studies (NIPS), Islamabad, Managing Director, Pakistan Tourism Development Corporation, Secretary Pakistan Sports Board / Joint Secretary, M/o Inter Provincial Coordination, Islamabad,  Director General, Federal Public Service Commission (FPSC), Islamabad, Director General, National Commission for Human Development, Prime Minister’ Secretariat, Islamabad, etc. etc.

After his retirement in 2019, Mr. Khan has continued contributing to the field of Population and Development. He worked as Lead, Technical Support Unit, Prime Minister’ Task Force on Population (07th Feb 2019 to 31st March 2020) established jointly by the government and UNFPA to provide technical, administrative and secretariat support to the Prime Minister’ Task Force, constituted to oversee and steer the implementation of the CCI-Recommendations on Population and Family Planning. He also worked as an advisor to the United Nations Population Fund (UNFPA), Advisor, National Committee on Maternal & Neo-Natal Health, and Senior Advisor, Pathfinder International during April 2020 to December 2023. 

Mr. Khan has an obsession of teaching and training. He has undertaken a number of national and international training courses, including National Management Course at National School of Public Policy (NSPP); Senior Management Course at National Management College, NSPP, Lahore; Project Management Course at Rausing Executive Development Center, LUMS; Regional Course on Monitoring and Evaluation (M&E) of Development Project / Programs Carolina Population Center and Institute for Population and Social Research (IPSR), Mahidol University, Bangkok; Health Project Management Course at School of Medicine, Center for International Community Health Studies, University of Connecticut, USA; Training Course on Project Designing, at Cairo Demographic Center (CDC) Cairo; Asia Regional Training Course on Project Idea Development / Project Development at Dhaka; 2nd Regional Course on Training Methodology organized by CIRDAP at APROSC, Katmandu, Nepal; Human Resource Development (HRD) through Educational Planning at Pakistan Manpower Institute, Islamabad, Certificate of Management, conferred by Pakistan Institute of Management (PIM), Karachi, on successful completion of Executive Development Program, etc. etc. For around two decades, Mr. Khan has been working as resource person for Civil Services Academy, National Management College, Executive Development Institute, National Institute of Public Policy, National School of Public Policy (NSPP). Earlier, he has also worked as visiting faculty at Quaid-E-Azam University and Arid Agriculture University for MBA, MPA, EMBA and MIT.

Abdul Ghaffar Khan’s educational qualifications and his diverse and extensive experience in strategic leadership positions both nationally and internationally have enabled him to make significant impact on policy implementation and development efforts. Presently, Mr. Khan is working as a free-lance consultant.
